Customers paid a fixed monthly subscription (around $80) that included 250kWh of electricity. Use less and the bill stayed flat; use more and the excess was billed at a low c/kWh rate. It worked like a phone plan with a data allowance. Unused energy was not refunded unless you closed your account.
It suited households whose usage was close to the included allowance. Note that an electric water heater alone can use around 120kWh a month for two people, so many homes exceeded 250kWh.
